Frances Castañeda Dyess is a native Houstonian and President of the Houston East End Chamber of Commerce, a role she has held since 2010. Under her leadership, the Chamber has experienced significant growth while advancing economic and workforce development, business partnerships, and youth leadership initiatives. A passionate advocate for the East End, she has held numerous leadership and board positions with organizations throughout Houston, including the Board of Pilot Commissioners for the Ports of Harris County, where she was appointed as its first Hispanic female member in 2019

Her commitment to community service and leadership has earned her numerous honors, including the 2022 Woman of Excellence award from the Federation of Houston Professional Women and the 2021 Comcast Hispanic Hero Award. A graduate of Southern Methodist University, Frances previously worked in advertising and served as Director of Corporate Services for the Houston Rockets. Outside of her professional and community commitments, she enjoys world travel with her husband, John, spending time at their East End home with their German Shepherd, Joy.
